Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on University Avenue between Breese Terrace and Campus Drive. (5th AD)

PREAMBLE
In 2004 the City initiated a trenchless sanitary sewer rehabilitation program designed to extend the useful life of suitable sewers at a significantly lower cost than open-cut excavation. Since then Madison has rehabilitated 5,450 linear feet of sanitary sewer main using cured-in-place pipe (CIPP) at an average cost of $27/lf.
The 2011 Phase 2 contract for cured-in-place rehabilitation includes the lining of approximately 5,450 linear feet of sanitary sewer mains. The contractor performing this work has requested permission to perform the work required to line one segment of sanitary sewer main in University Avenue, between Breese Terrace and Campus Drive outside the hours of 7:00 AM to 7:00 PM to begin no earlier than Monday, April 23rd and complete no later than Monday, May 4th. The total length of this sanitary sewer main is 166 linear feet.
Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. The contractor performing this work has requested permission to perform the work required to line the one segment of sanitary sewer main in University Avenue, between Breese Terrace and Campus Drive outside the hours of 7:00 AM to 7:00 PM because:
1. The section of sanitary sewer main to be lined has high flow during the hours of 7:00 AM to 7:00 PM.
2. The streets where this work is scheduled to occur convey high volumes of traffic. Activities associated with lining these sanitary mains will disrupt live traffic causing considerable disruption and delay.
