Fiscal Note
The proposed resolution amends the Public Health 2020 operating budget to reflect the acceptance of $3,653,125 for COVID-19 testing at the Alliant Energy Center. The increased budget will be funded by the WI Department Health Services (DHS) COVID-19 Testing Pilot Program. DHS will reimburse Public Health $35 for each test performed, for a total of 104,375 tests. The funding can be applied as needed for any costs associated with administering the tests (staffing, facility rental, medical supplies, etc.) Public Health has previously received $5.5m in 2020 from DHS for COVID testing. It is anticipated that the most of the funds authorized in this resolution will not be needed to cover testing expenses until 2021. Any funds that are not used in 2020 will lapse to Public Health’s Fund Balance and may be appropriated in 2021.

WHEREAS, in the fight against the COVID-19 pandemic, Public Health-Madison and Dane County (PHMDC) is on the front lines. PHMDC has coordinated the implementation of a community testing site located at the Alliant Energy Center, which performed over 230,000 tests to date; and,
WHEREAS, the Wisconsin National Guard (WING) has been supporting the staffing and implementation of the test site and as of October 5, 2020, the transition from WING community testing to PHMDC civilian supported testing at the Alliant Energy Center began and will be complete by November 23, 2020; and,
WHEREAS, as a part of this transition, PHMDC was approved for $3,653,125 for the COVID-19 Testing Pilot Program from the WI Department of Health Services.
