The Ordinance clarifies City authority relative to the declaration of a snow emergency and, as such, is primarily administrative. No significant fiscal impact is anticipated.

Amending Section 12.1335(4)(c) of the Madison General Ordinances to modify the dates when the City can declare a snow emergency.

DRAFTER'S ANALYSIS: This amendment is being introduced to further clarify the City's authority to declare a snow emergency. This modification will clarify that the dates of alternate side parking from Nov. 15 - March 15, do not in anyway limit the dates that the City can declare a snow emergency when it is necessary.

The Common Council of the City of Madison do hereby ordain as follows:
Subdivision (c) entitled "Parking Restrictions During Snow Emergency" of Subsection (4) entitled "Snow Emergency Parking" of Section 12.1335 entitled " Alternate-Side Parking And Snow Emergency Parking" of the Madison General Ordinances is amended to read as follows:
"(c) Parking Restrictions During Snow Emergency. Upon the declaration of a snow emergency under this subsection, the alternate-side parking restrictions under Subsection (1) shall apply to the entire city, including the area within the city bounded by the Yahara River, Lake Mendota, Park Street, Regent Street, Proudfit Street, and Lake Monona and no person shall park, stop or leave standing any vehicle in violation of Subsection (1) for the duration of the snow emergency, unless otherwise excepted in Subsection (5). The declaration of a snow emergency is not limited to the dates of November 15 to March 15 as listed in Subsection (1)."
