The 2006 Department of Civil Rights budget included $30,000 for testing services which has been encumbered to fund the Fair Housing Testing services in 2007. No additional appropriation is required.

Authorizing the Mayor and City Clerk to enter into a contract with the Metropolitan Milwaukee Fair Housing Council for the provision of Fair Housing Testing Services.
Body
WHEREAS, the denial of housing in Madison resulting from discrimination prohibited by the Equal Opportunities Ordinance continues to be a significant barrier to equal enjoyment of life in our community; and
WHEREAS, the subtle nature of discrimination may make it difficult to prove; and
WHEREAS, the 2006 budget of the Department of Civil Rights' Equal Opportunities Commission contains $30,000 for fair housing testing services which has been encumbered into 2007 and will provide funding for fair housing testing services in 2007; and
WHEREAS, the the Metropolitan Milwaukee Fair Housing Center was selected to to provide these services through its Madison satellite office, the Fair Housing Center of Greater Madison from December 2005 to November 2006; and
WHEREAS, the Metropolitan Milwaukee Fair Housing Center has been selected to receive the 2006 contract to provide testing in 2007 in cases involving alleged violations of the housing section of the Equal Opportunities Ordinance, Section 3.23(4) Madison General Ordinances;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to enter into a purchase of service agreement not to exceed $30,000 with the Metropolitan Milwaukee Fair Housing Center to provide testing services in housing cases occurring within the City limits of Madison for a period of one year.
