Title

Amending the School Crossing Protection Criteria adopted by the Common Council in 2016 and authorizing Transportation Commission to make future updates (Citywide).

Body

WHEREAS, The City of Madison operates an Adult School Crossing Guard program for elementary schools and endeavors to provide safe routes to school for students; and

 

WHEREAS, the Common Council adopted School Crossing Protection Criteria were most recently amended in 2016; and

 

WHEREAS, the Transportation Commission requested a review of the criteria to take into account the City’s Racial Equity & Social Justice Initiative (RESJI); and

 

WHEREAS, increased clarity was needed in the School Crossing Protection Criteria regarding the process used to request new Adult School Crossing Guards and to recommend the discontinuance of an Adult School Crossing Guard Assignment; and

 

WHEREAS, the Transportation Commission reviewed and recommended the changes in the attached document; and

 

WHEREAS, prior to the creation of the Transportation Commission, the Common Council approved the School Crossing Protection Criteria updates; and

 

WHEREAS, to streamline the process and to improve efficiency, the Common Council has delegated the Transportation Commission to approve updates to similar policies and programs such as the Complete Green Streets Guide, Safe Streets Madison Program, and the mitigation point values in the Transportation Demand Management Program; and

 

NOW THEREFORE BE IT RESOLVED, that the School Crossing Protection Criteria, amended December 2025, be adopted by the Common Council; and,

 

BE IT FURTHER RESOLVED, that the Transportation Commission be authorized to approve future updates to the School Crossing Protection Criteria.
