Fiscal Note
On March 23, 2020, the Mayor issued an Emergency Proclamation based on the increasing transmission of the COVID-19 virus within the City of Madison. To help mitigate the financial impacts of this emergency on the businesses and residents of Madison, the proposed resolution authorizes the execution of leases, licenses, space use agreements or other form of real estate document for possession of buildings and property suitable to the needs for quarantining emergency response employees who are symptomatic or test positive for COVID-19 as a result of the performance of their duties and for quarantining homeless persons who are symptomatic for COVID-19, or otherwise test positive for COVID-19. The proposed resolution also authorizes that these leases may include the option to purchase the building, property, or facility in the future, but that all purchases are subject to future approval and appropriation by the Common Council. Any lease or purchase agreements to result from these future needs are not currently funded in the 2020 Adopted Budget.
A budget amendment is not proposed at this time. The Finance Department is closely monitoring the 2020 budget and subsequent budget amendment resolutions to fully fund the response efforts are anticipated in the future.
Initial estimates of monthly costs on possible locations at this time are approximately $200,000 to $300,000.

WHEREAS, on March 23, 2020, pursuant to Madison General Ordinance Section 3.19, the Mayor issued an Emergency Proclamation, based on the increasing transmission of COVID-19 within the City of Madison; and
WHEREAS, on March 24, 2020, the Governor of Wisconsin issued Emergency Order #12 ordering individuals to remain home except for Essential Travel; and
WHEREAS, as part of the Governor’s Order all Nonessential Businesses are required to close; and
