Funding for this project is not included in the Adopted 2005 -2010 Capital Improvement Program. Adoption of this resolution would commit the City to the appropriation of an estimated $332,200 in General Obligation Debt for the year 2006 and allow for the receipt of an estimated $1,128,800 in Federal funding, representing a total project cost of $1,461,000. This project would in essence become the highest priority for the 2006 Engineering Capital Budget, and would be included in the 2006 Engineering Division Requested Capital Budget. There is no impact upon General Obligation Debt or the tax levy for the year 2005. The following project accounts would be utilized:

Title
Approving plans and specifications for Edgewood Avenue Bridge & Approaches and authorizing the Mayor and City Clerk to execute agreements with the State of Wisconsin Department of Transportation for cost sharing and approval to reconstruct the structure with a reduced vertical clearance (10th & 13th ADs), and amending the 2006 Capital Improvement Program for the addition of this project.

PREAMBLE
The City is proposing to reconstruct the Edgewood Avenue Bridge over the Southwest Bike Path. The Edgewood Avenue Bridge is in poor condition and the City Engineer has determined that the bridge should be replaced. MSA Professional Services has prepared plans and specifications for the reconstruction project. The project has been approved for federal funding covering 80% of the cost of design and construction, excluding reconstruction of an adjacent intersection. The remaining costs will be funded by the City of Madison.
