PREAMBLE

The City is proposing to reconstruct the 500 and 600 blocks of State Street in 2007.  The cost of the design will be 100% locally funded.  Federal funds are available for a portion of the construction costs.  MSA Professional Services, Inc. has done extensive work in the area including preparation of  environmental documentation for the 100 thru 600 blocks, bus shelter plans and specifications, Design Study report, Pavement Design report and Plans and Specifications for the 100 & 200 blocks of State Street.  MSA Professional Services, Inc. has provided the City with a proposal for Design Engineering Services, City staff has reviewed the submitted proposal and recommends executing the design engineering contract with MSA Professional Services, Inc.

NOW THEREFORE BE IT RESOLVED, that in accordance with Section 3.61(3) of the Madison General Ordinances, the Common Council finds that the past work of MSA Professional Services, Inc. would make further solicitation of consulting services uneconomical for the City on the basis of both time and money, and

BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with MSA Professional Services, Inc. for Design Engineering Services for the 500 & 600 blocks of State Street.
