This agreement would provide the transit system with an additional $579,042 $561,196 in MA Waiver (CIP) funding to provide service for people with developmental disabilities in FY05. It will offset approximately 60% of the cost of extra eligible rides provided during the year. No impact on Cost Controls.

Body
WHEREAS, the Wisconsin Department of Transportation provides Wis. Stats. § 85.21 funding to Dane County for the operation of transit services for persons who are elderly and/or persons with disabilities; and

WHEREAS, each year, Dane County provides the City with a portion of its Wis. Stats. §85.21 allocations to assist the City in the operation of its ADA paratransit services; and

WHEREAS, the State Department of Health and Family Services (DHFS) operates the Community Integration Program 1 (CIP 1) and other Medical Assistance (MA) home and community-based waiver programs for people with developmental disabilities; and

WHEREAS, these programs provide coverage for the cost of specialized, accessible transportation services delivered by qualified providers for people enrolled in these programs; and

WHEREAS, DHFS contracts with Dane County to operate the CIP 1 and other MA waivers for residents of Dane County and receives reimbursement from the DHFS for the federal share (approximately 60%) of costs of accessible transportation services for waiver program participants; and

WHEREAS, Dane County is able to reimburse the City for the federal share of these costs from the funds they receive from DHFS because Metro Transit is a qualified provider under the MA Waiver programs;
