Initial installation cost of the new fiber optic cable is an estimated one-time expense of $8,000, with $6,000 to be paid by Dane County and the remaining $2,000 to be paid by IS.  Ongoing costs to the City for maintenance of the new cable are expected to be negligible.

Authorizing the Mayor and City Clerk to sign an Agreement with the State of Wisconsin, Department of Administration to install, operate, and maintain a 96-count fiber optic cable in the State owned steam tunnel under Martin Luther King, Jr. Blvd (MLK).
Body
WHEREAS, an existing T1 connection from the City County Building to the Risser Justice Center is shared by the City of Madison, Dane County, and the Wisconsin Circuit Court Access (CCAP) at the cost of  twelve hundred dollars ($1200) per month, and
 
WHEREAS, in order to obtain additional bandwidth, which is necessary for the increasing demand from uses such as the AFIS fingerprint scanning station used by the Madison Police Department, the City wishes to install a 96-count fiber optic cable in the State-owned steam tunnel under MLK to connect to the Risser Justice Center, and
 
WHEREAS, the City shall have the right to maintain said fiber optic cable, without a fee, for fifteen (15) years from the date this Agreement is signed; and
 
WHEREAS, the City shall be responsible for all costs of installation, maintenance, repair, and replacement of said fiber optic cable, as well as all damages arising from said activities, and
 
WHEREAS,  the installation of this fiber optic cable may further other agreements with the State and University of Wisconsin to share in the use of said fiber optic cable;
 
NOW THEREFORE BE IT RESOLVED, that, pursuant to Sec. 66.0301, Stats., the Mayor and City Clerk are hereby authorized to sign an agreement with the State of Wisconsin, Department of Administration for the installation, operation, and maintenance of a 96-count fiber optic cable in the State-owned steam tunnel under MLK.
