Approving roadway geometry for the reconstruction of John Nolen Drive from Lakeside Street to Olin Avenue. (District 13)

PREAMBLE
WHEREAS, The City of Madison and the Wisconsin Department of Transportation have proposed a project to reconstruct John Nolen Drive from Lakeside Street to Olin Avenue; and
WHEREAS, the City secured Federal Funds through the Surface Transportation Block Grants Program for reconstruction of John Nolen Drive; and,
WHEREAS, the City of Madison Common Council adopted RES-20-00651, File ID 61931 on September 15, 2020 authorizing the Mayor and the City Clerk to execute an agreement with KL Engineering for design engineering services for the reconstruction of John Nolen Drive; and,
WHEREAS, the City of Madison Common Council adopted RES-24-00674, File ID 85823 on November 26, 2024, authorizing the Mayor and City Clerk to execute a State/Municipal agreement with the State of Wisconsin Department of Transportation for State review service for preliminary engineering for John Nolen Drive; and,
WHEREAS, the City has held one public information meetings to obtain input from the community regarding the design, and two informational meetings with the Transportation Commission. The City has also worked with neighborhood small work groups to obtain targeted input out in the community.
WHEREAS, The City of Madison has completed preliminary design of the project, which includes reconstruction of John Nolen Drive to a four-lane/six-lane urban boulevard section, raised median; and that the proposed designs will adequately serve the area traffic projections through the design year of 2049. The John Nolen Drive and Lakeside Street Intersection will be reconstructed to shorten east/west pedestrian/bicycle crossings.
NOW, THEREFORE, BE IT RESOLVED, that the roadway geometry for John Nolen Drive from Lakeside Street to Olin Avenue is hereby approved.
