Resolution In Support of Smart Growth
Body
WHEREAS, in 1999 the State of Wisconsin enacted the "Smart Growth" law; and
WHEREAS, "Smart Growth" requires local units of government to adopt a comprehensive land use plan, and requires the local government's subsequent land use decisions to be consistent with that plan; and
WHEREAS, "Smart Growth" fosters local control by requiring only that a plan be adopted, and that local residents participate in the formulation of the plan. It does not dictate the outcome of the planning decisions; and
WHEREAS, over 90% of the communities in the State of Wisconsin have already adopted a comprehensive plan; and
WHEREAS, 2011 Assembly Bill 303 would eliminate the requirement that communities create a comprehensive plan, and would allow communities to eliminate their previously adopted plans; and
WHEREAS, the benefits of planning are myriad, including the requiring development decisions to be conducted in a publicly accessible and predictable manner; and
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Common Council of the CIty of Madison oppose Assembly Bill 303; and
BE IT FURTHER RESOLVED, that we urge the legislature to reject Assembly Bill 303; and
BE FINALLY RESOLVED, that copies of this resolution be sent to all the members of the State Legislature that represent Madison.
