Fiscal Note
Metro Transit has been designated as the Direct Recipient of 5310 grant funding from USDOT/FTA. In addition to funds under this grant being used to support the Transit Division budget, there are some pass through funds to be disbursed to subrecipients. Metro Transit is also reimbursed for Grant Administration by USDOT/FTA. Subrecipients will include their local share in their individual budgets.

Authorizing the Mayor and the City Clerk to execute subrecipient agreements with entities included in 5310 pass through funds for 2014 and each subsequent year funding is available.
Body
WHEREAS, the Enhanced Mobility of Seniors and Individuals with Disabilities Program under 49 USC §5310 provides federal funding (“5310 funding”) to local transportation agencies for services that will enhance the mobility of seniors and people with disabilities; and
WHEREAS, the governor designated Metro Transit as the direct recipient of 5310 funding in the Madison Metropolitan area in 2014 and every subsequent year 5310 funding is available; and
WHEREAS, as a direct recipient, Metro Transit is responsible for administering grant agreements with eligible third-party subrecipients; and
WHEREAS, eligible third-party subrecipients for the Madison metropolitan area are selected annually by the Madison Area Transportation Planning Board - a Metropolitan Planning Organization; and
WHEREAS, eligible subrecipients include local public bodies, private non-profit agencies, and private operators that provide services that enhance the mobility of seniors and people with disabilities; and
WHEREAS, eligible subrecipients that are selected to receive 5310 funding must enter into a Subrecipient Agreement with the City of Madison detailing the projects being funded, the amount of funding, and the responsibilities of the subrecipient;
