The proposed resolution authorizes a sole source service contract with the Foundation for Black Women's Wellness for services to support the Dane County Health Council's (Health Council) project "Saving our Babies". As a member of the Health Council, Public Health will contract with the Foundation for Black Women’s Wellness to implement strategies and initiatives based on the Saving Our Babies report. The 2024 Public Health operating budget includes $50,000 in Dane County funding for this contract. The total cost of the services will be $69,216 per year and the difference will be supported with existing resources in Public Health’s 2024 operating budget. The resolution also authorizes the Public Health Director, or their designee, to sign the 2024 agreement, as well as agreements for the same scope and total amount in subsequent years. No appropriation is required.

WHEREAS, the Dane County Health Council (Health Council) is a self-organized group of health care providers, government entities, and non-profit organizations that works to eliminate gaps and barriers to optimal health and reduce disparities in health outcomes. Public Health Madison & Dane County (Public Health) is a member; and
WHEREAS, in 2017, the Health Council adopted a shared goal of eliminating inequities in low birth weight and infant mortality for babies born to African American birthing people in Dane County as part of the Community Health Needs Assessment; and
WHEREAS, since 2018, the Health Council has engaged the Foundation for Black Women’s Wellness in the Saving Our Babies consultancy to implement strategies to address the findings of the Saving Our Babies report; and
