Fiscal Note
This ordinance revises and updates the City's current emergency management ordinance.  First, it creates the position of Coordinator of Emergency Management.  A separate resolution appoints the current Fire Marshal to serve as the Coordinator in addition to performing his current duties.  Second, it establishes an Emergency Management Planning Staff Team consisting of various City employees.  Team members will participate in these planning activities as part of their normal workload.  Third, it requires certain training activities, which will be provided by Fire Department instructors using City facilities and should not result in additional costs.  Fourth, it provides the Coordinator with special contracting authority up to $10,000 during a declared emergency.  Any emergency services (contingency) contracts established in advance will be submitted to the Board of Estimates and Common Council for approval.  After an emergency event, the Coordinator will provide to the Mayor and Common Council a detailed report of any costs incurred as part of this special contracting authority.  Fifth, the Mayor is authorized to approve any funds deemed necessary for carrying out the purposes of this ordinance and may disburse funds outside the normal approval process during an emergency.  After the emergency event, the Mayor will make a complete report to the Common Council.  Finally, there could be a minimal increase in General Fund Revenues due to establishment of a penalty not to exceed $200 for refusing to comply with the Mayor's orders during an emergency.
