Fiscal Note
The proposed resolution approves plans, specifications, and assessments and authorizes the Board of Public Works to advertise and receive bids for the Troy Drive and Green Avenue Sanitary Sewer with Resurfacing. The total estimated cost of the project is $2,325,000, comprised of $2,261,532.64 City costs and $63,467.36 in assessments. Funding for the City portion of costs is available in the 2025 Adopted Capital Budgets for Engineering - Major Streets Pavement Management Program (Munis #10540). No additional appropriation is required.

Body
The City of Madison plans to remove and replace all of the asphalt pavement along Troy Drive & Green Avenue from Harper Road to Sauthoff Road, with additional spot replacements of curb, gutter, and sidewalk. The project will also install a new sanitary sewer main from Lerdahl Road to Pine View Drive to relieve an existing sanitary sewer force main in the area and patch pavement in accordance with the standard patching criteria in areas outside the limits of the pavement replacement. In 2024, a leaking sanitary force main serving part of the North Lake Mendota neighborhood required an emergency repair on the Mendota Hospital property. The City intends to replace the old force main, originally installed in 1933, and partially serve the area with a more reliable PVC gravity-fed main along Troy Drive/Green Avenue. While the City plans to replace the entire force main in the future, this project will focus solely on sewer work within the limits of this Troy Drive/Green Avenue project.

As part of the Troy Drive/Green Avenue project, new concrete bus boarding pads will be installed in the terrace along 537 Troy Drive, 301 Troy Drive, and 4122 Green Avenue to accommodate the reversal of Metro Route B.
