Fiscal Note
The 2008 PCED Adopted Capital Budget (Project No. 25, “Facade Improvement Grants”) authorizes $125,000 for facade projects. Following approval of this Resolution, $102,500 of authorized funding will remain for future projects.

On February 3, 2004, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program. The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a “flatiron” building. The objective of the Program is to restore, or substantially beautify, or enhance the entire facade or elevation of a commercial building. The facade proposal has been reviewed by the Facade Improvement Grant Staff Team and meets the requirements of the Facade Improvement Grant Program. The Urban design Commission has reviewed the facade proposal and recommends design approval.
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following facade improvement grant:

The building was built in 1930 by A Beckham as the A. Elsby Commercial Building.
The building first housed Art’s (Arthur Elsby) Stores Inc., a deli, grocery and meats from 1931 to approximately 1939.
There are two facades: Atwood Avenue and Hudson Street
Atwood Avenue Facade
1. Remove existing aluminum framing and single pane glass; replace with new aluminum storefront system with insulated glass.
2. Remove existing wire glass windows; replace with backlit stained or colored glass.
