Authorizing the Mayor and City Clerk to enter into an agreement with MG&E to construct, maintain, and manage an active stormwater infiltration system in the Odana Hills Golf Course and Park. (20th Ald Dist)
Body
WHEREAS, the City of Madison was a sponsor to the agreement to construct the MG&E/University of Wisconsin COGENERATION energy plant on Walnut Street and,
WHEREAS, a condition of the WDNR permit for construction of that plant was to create and implement an infiltration plan to mitigate as feasible the cooling water being drawn from the lake system and;
WHEREAS, City Engineering staff has worked with MG&E and their consultants to identify possible locations for infiltration (both within and without the City) and;
WHEREAS, after significant review and site investigation the primary site identified was the Odana Golf Course and Park area and;
WHEREAS, MG&E has held two (2) neighborhood meetings and met with City Parks and Engineering staff to discuss the proposal and;
WHEREAS, a construction and pond/lake management plan has been created that minimized negative impacts and maximizes positive outcomes for the pond/lake and for the infiltration project and;
WHEREAS, City Parks and City Engineering support the proposed project;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an agreement, in a form approved by the City Attorney, with MG&E to construct, maintain and manage an active infiltration system (including pumping from the large pond on the park property) on the Odana Golf Course and Park property.
