Fiscal Note
The proposed resolution authorizes an amendment to a noncompetitive service contract awarded to Sustain Dane for implementation of the Efficiency Navigator Program. The amendment extends the term of the contract to June 30, 2027, from December 31, 2026. The total contract award for 2024 - 2026 is approximately $1.3 million, approximately $500,000 of which were federal Department of Energy grant funds that have been fully expended. $75,000 of General Fund GO Borrowing appropriated in the 2026 Capital Budget remains available in the Sustainability Improvements capital program (#10563). No additional appropriation is required for this contract extension.

Authorizing the Mayor and City Clerk to amend the contract between City of Madison and Sustain Dane to extend the contract term to June 30, 2027.
Body
WHEREAS, on February 13, 2024, the Madison Common Council adopted RES-24-00101 (Legistar File #81566), authorizing a noncompetitive service contract with Sustain Dane through 2026 to administer the Efficiency Navigator Program to provide energy efficiency upgrades to naturally occurring affordable housing; and,
WHEREAS, on April 15, 2025, the Madison Common Council adopted RES-25-00235 (Legistar File #87899) to approve the addition of $499,017 formula grant funding from the U.S. Department of Energy's (DOE) Energy Efficiency and Conservation Block Grant (EECBG) Program in 2009-2013 into the CDBG Fund Budget to Sustain Dane's contract to implement the Efficiency Navigator program; and,
WHEREAS, the contract between the City and Sustain Dane will have a remaining balance at the end of the performance period and a contract extension to June 30, 2027 within which to use the funds has been requested; and,
NOW THEREFORE BE IT RESOLVED, that the Council approves an extension of the contract between the City and Sustain Dane through June 30, 2027 and authorizes the Mayor and City Clerk to execute a contract amendment to that effect.
