SUBSTITUTE  Adopting a policy that all buildings owned or leased by the City of Madison will be free of firearms and weapons and posted accordingly and authorizing the sale of said signs.
Body
WHEREAS, the State of Wisconsin has adopted 2011 Wisconsin Act 35 allowing the carrying of concealed weapons (CCW); and
 
WHEREAS, the City of Madison will be considering the adoption of ordinances in compliance with Act 35 to make CCW a trespass on areas posted as prohibiting weapons; and
 
WHEREAS, the City will be required to post notices in compliance with Act 35 to maintain City buildings as weapon-free.
 
NOW, THEREFORE, BE IT RESOLVED that all buildings owned by the City of Madison shall be free of firearms and other weapons, except as allowed for authorized law enforcement personnel or as otherwise required by Act 35, and the possession of such weapons is prohibited in the City's buildings; and
 
BE IT FURTHER RESOLVED, that the weapon-free policy applies to all buildings of City, including Park shelters, bus shelters and bus transfer stations; and
 
BE IT FURTHER RESOLVED, that the weapon-free policy applies to any common areas of buildings owned by the City where other areas are leased to others; and
 
BE IT FURTHER RESOLVED, that the weapon-free policy applies to any property leased to the City by other persons; and
 
BE IT FINALLY RESOLVED, that the City will post appropriate signs in compliance with Act 35 to allow enforcement of this policy and may make similar signs available for sale to the public.
Fiscal Note
Each agency will bear the cost of their signs and will cover expenses within existing budgetary authority.  Some costs may be offset by sale to the public.
