The proposed resolution authorizes awarding the contract for the Madison Municipal Building Flagpole Replacement at a total estimated cost of $168,588, including contingency. Funding for the project is available in Munis #15642. No additional appropriation is required.

Body
WHEREAS, in 2018 the Madison Common Council declared the day after Thanksgiving to be Ho-Chunk Nation Day in the City of Madison; and,
WHEREAS, Mayor Satya Rhodes-Conway signed a proclamation on November 25,2020 to display the flag of the Ho-Chunk Nation in front of the Madison Municipal Building in order to recognize that the City of Madison is located on the Nation’s ancestral lands; and,
WHEREAS, Madison displays numerous flags to show support and bring awareness to certain movements where a single flagpole does not provide the height needed to respectfully display multiple flags especially during periods of flags ordered to half-mast; and,
WHEREAS, the Council on 07/01/2025, approved plans and specifications and authorized the Board of Public Works to advertise and receive bids for Public Works contract 9670, Madison Municipal Building Flagpole Replacement (RES - 25-00376); and,
WHEREAS, only one bid was received and remained unopened; and,
WHEREAS, the project was rebid under contract number 9745 where it received one bid that was opened and found to be over the authorized budget; and,
WHEREAS, the project was advertised for rebid from 06/25/2026 to 07/09/2026 under contract number 9805 where it received three competitive bids with an apparent low base bid of $156,100; and,
WHEREAS, Engineering staff have concluded that rebidding the Madison Municipal Building Flagpole Replacement project would not result in significantly lower costs; and,
