Fiscal Note
The proposed resolution amends the adopted 2019 Major Streets Capital Budget by authorizing a net-neutral transfer of existing budget authority across major programs within the Engineering-Major Streets budget. $1,000,000 of GO borrowing authority will be transferred from the various major programs to the McKenna/Park Edge Flood Mitigation project as follows: $220,000 from McKee Rd; $360,000 from Bridge Repair & Replacement; $370,000 from Railroad Crossings & Quiet Zones; and $50,000 from Reconstruction Streets.
Additionally, this resolution amends the adopted 2019 Stormwater Utility Capital Budget by authorizing a net-neutral transfer of existing budget authority across major programs within the Stormwater Utility budget. $630,000 of GO borrowing authority will be transferred from Stormwater Quality System Improvements to the McKenna/Park Edge Flood Mitigation project.

WHEREAS, on August 20, 2018 the Westside of the City of Madison experienced a very significant rain event with rainfall amounts ranging from 5 to 10 inches which fell in approximately 6 hours; and
WHEREAS, this rain event resulted in significant flash flooding damages to portions of the City including the McKenna Boulevard area; and
WHEREAS, City Engineering has been working on flood solutions to the McKenna Boulevard drainage problem with the neighborhood since approximately July of 2016 and;
