In 2024, the City would receive an additional $1,200 for a Specialized Transportation Services License fee. These amounts are a general fund revenue source.

Issuing a Specialized Transportation Services License to First Group.
Body
WHEREAS, pursuant to Section 11.06, Madison General Ordinances, First Group has applied for a Specialized Transportation Services License.
WHEREAS, Badger Bus was purchased by First Group and Badger Bus’s Specialized Transportation Services License was, per ordinance, nontransferable;
WHEREAS, Traffic Engineering Staff has reviewed First Group’s (FG) application and has investigated the company’s ability to provide safe paratransit services and has recommended that a license be issued;
WHEREAS, First Group has assumed Badger Bus’s contract with the City (Madison Metro);
WHEREAS, Metro Staff recently completed a site visit to FG’s Madison location to verify that employee, maintenance, training, and vehicle records were up to date and inspected several vehicles and found no issues;
WHEREAS, Metro Staff also found that there was no break in paratransit services since FG acquisition and FG hired all the management, supervisory, and driver staff from Badger so there was literally no noticeable difference in how things operate;
WHEREAS, FG provided sufficient information of their vehicle maintenance program, driver training, and customer complaint process and the procedures were found adequate by Traffic Engineering staff;
NOW, THEREFORE, BE IT RESOLVED that the Specialized Transportation Services license be issued, subject to the provisions and conditions as stated above and the ordinances of the City of Madison:
