Title: Authorizing the Mayor and City Clerk to execute a Labor Agreement between the City of Madison and the Association of Madison Police Supervisors for the period January 1, 2004 through December 31, 2005 and amending the 2005 Operating Budget to appropriate $112,000 to fund associated wage and benefit costs.

Fiscal Note
This negotiated settlement results in wage and benefit costs that are $112,000 greater than the amounts accrued and budgeted for 2004 and 2005.  Consequently, the 2005 budget must be amended to authorize these unanticipated expenditures.  Sufficient funds are available in Contingent Reserve to fund this expenditure.  There is no impact on the tax levy or State Expenditure Restraint Program eligibility.
This settlement also establishes an increased uniform allowance and health insurance co-payment which will become effective for 2006 and future years, which have not been included in the Adopted 2006 Police Department Operating Budget.

Be it resolved that the Mayor and City Clerk are authorized to execute a Labor Agreement between the Association of Madison Police Supervisors for the period January 1, 2004 through December 31, 2005.
 
Be it further resolved that the 2005 Operating Budget be amended by appropriating $112,000 from Contingent Reserve to the Police Department to fund the unbudgeted wage and benefit costs associated with this labor contract.
