Establish Ice Rink Service Area Standards

Parks staff continues to receive a number of requests each year for ice rinks in neighborhood parks. The 2012-2017 Park and Open Space Plan recommends ice rinks with lights are an appropriate recreational amenity for community parks that are typically larger in size, have multiple recreational amenities, serve a larger community, and have parking. Construction of new ice rinks and maintenance can be costly (the cost data shown in the Park and Open Space Plan was included in a table of information that was used in an analysis to better understand impact fees and doesn't fully reflect the actual cost to construct and maintain an ice rink). While promoting winter recreational opportunities is one of the recommendations in the Park and Open Space Plan, creating a sustainable park system in terms of park size, amenities and maintenance is another.
Staff recommends referring this item to the Long Range Planning Subcommittee to develop ice rink service area standards for our park system.
