Fiscal Note
Provision is made within the 2009 Adopted Metro Transit operating budget for these ADA paratransit services, the estimated cost of which is $31,200 in 2009.  The estimated cost for these services in 2010 is $119,437 and will be included in the 2010 operating budget, subject to approval by the Common Council.

PREAMBLE
 
Metro Transit is required under the Americans with Disabilities Act to provide complementary paratransit service to its fixed route transit operation. The transit system operates a portion of the work and contracts out about 75% of the work, reflecting the need to meet all ADA paratransit service demand.
 
WHEREAS, Metro staff developed a request for proposals which was advertised nationally in order to obtain competitive bids for providing this service under a non-exclusive contract and proposals were received from 5 firms; and,
 
WHEREAS, said proposals were reviewed by Metro staff; and,
 
WHEREAS, Capitol Express Transportation submitted a proposal and was determined to be prepared to be responsive and responsible at a future date; and,
 
WHEREAS, Metro has determined that Capitol Express Transportation is now prepared to provide service; and,
 
WHEREAS, it is in the best interest of the City of Madison to gain experience with local providers during this two-year period in advance of the next request for proposals;
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are hereby authorized to enter into an agreement with Capitol Express Transportation for the provision of complementary paratransit services for a two-year period ending December 31, 2010 for an estimated average amount of  $75,300 per year.
