Fiscal Note
The proposed resolution authorizes funding for a public art feature at the Metro Headquarters. This project is part of the Percent for Art program related to the renovation of the building. The estimated cost of the project is $136,000, this cost is included in the Metro Facility Improvements program budget. No additional funding is required.

Authorizing the process to select a Public Art feature for Metro Phase II and Phase IIIA
Body
WHEREAS, the Common Council adopted Resolution, I.D. 30476 on March 19, 2002 adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the Framework; and
WHEREAS, the Framework recommends the Madison Arts Commission focus on City capital projects as a primary way to introduce public art into the life of the City; and
WHEREAS, the Common Council adopted Ordinance, I.D. 47273 on October 3, 2017 adopting the Percent for Art program which requires that 1% of the total budget for certain City public works projects be set aside for public art; and
WHEREAS the 2020 Capital Budget includes $8,440,000 for repairs and improvements to the Metro Transit Facility at 1101 E. Washington Ave.; and
WHEREAS, the Metro Projects have included, from their inception, the addition of public art; and
WHEREAS Phase II and IIIA improvements, which includes expenditures on building improvements that trigger activation of the Madison’s Percent for Art Ordinance; and
WHEREAS the Metro Transit Facility occupies an entire block along the East Washington Capitol Gateway Corridor, making it a highly visible location for a major public art installation that activates the streetscape and enhances the pedestrian experience; and
WHEREAS, City staff is prepared to release a call for artists to submit their qualifications and interest for this project; and
