Authorizing the Chief of Police to host the Northwestern University School of Police Staff and Command (SPSC), and to execute a contract with Northwestern and accept registration fees for course attendance.
Body
WHEREAS, the Northwestern University School of Police Staff and Command (SPSC) has developed an intensive ten-week program that is nationally recognized for its excellence and has agreed to send experienced instructors to Madison for the purposes of conducting such training; and,

WHEREAS, the course material will prepare law enforcement managers for senior positions by uniquely combining academic principles with practical applications; and,

WHEREAS, research is a key component of the SPSC, and many times a student's research project comes directly from a timely and critical issue facing that studen't agency with knowledge gained that can be put to use immediately; and,

WHEREAS, the SPSC course is wide-ranging and comprehensive, including such diverse topics as: ethics, legal issues, skill building for planning and analysis, law enforcement management and its environment, media relations, human resources, labor relations, budget and many other current topical areas within the profession; and,

WHEREAS, since the program launched in 1983, the SPSC has received enthusiastic response from executives and trainers throughout the country and a review of the course curriculum verifies its completeness and appropriateness for organizational and personal development; and,

WHEREAS, the Madison Police Department has previously sent managers to this course and has identified that this training fulfills existing commander and leadership training needs within the Madison Police Department as well as for students attending from outside police agencies; and,
