The Fire Department is currently conducting the firefighter recruitment process. Funding was approved in the 2005 Department Operating Budget for a firefighter process.

The Fire Chief and City Attorney's office are in the process of finalizing the components and terms of the contract with EB Jacobs (formerly SHL USA, Inc., SHL Landy Jacobs, Inc and Landy Jacobs and Associates, Inc.). This contract was originally bid in 1996 and this vendor was awarded the contract. It is recommended that the City continue to contract with this vendor as allowed in 3.61 (3) of the Madison General Ordinances. A new vendor would likely result in a higher cost to the City. The time to develop a new validated testing process with a new vendor would also result in a substantial delay in creating a hiring eligibility list. The Police-Fire Commission has approved the Fire Chief to work with the City Attorney on contracting with EB Jacobs for firefighter testing services.

The contract covers the candidate preparation guide, the design and scoring of the cognitive test, work styles/life experiences tests, administration and scoring, scoring of the physical ability test and creating along with benchmarking three oral exercises. EB Jacobs will also score the oral board process. The contractor will provide overall scores of applicants including adding veteran's preference points as necessary. Notices and interim reports will be provided to the City at various testing stages of the firefighter applicant process. The consultant will also provide the final applicant list and a final report on the process to the City.

NOW THEREFORE BE IT RESOLVED, that the Fire Chief and other necessary City officials are authorized to negotiate a contract with EB Jacobs;
