Subject: Legal Reminder Needed

I have noticed an increasing trend of city laptops being used by alders to check personal email accounts during council meetings. I have not commented on this to date, but at yesterday's meeting it appeared that at least one alder was checking campaign related emails and was browsing a campaign related website on a city laptop. Based on these activities, I think it might be important that a reminder be issued to alders on the following:

1) Using city property for campaign related activities.

2) The risk of open record requests of a personal email account if a clear separation is not created.

3) The risk of appeal if alders are not paying attention during testimony and debate.

I know we have talked about it before, but I think the time is right to create some "hard and fast" rules about technology, alders and council meetings.
