Title
Approving the geometric design for the Lien Road/Thompson Drive/Zeier Road intersection reconstruction project and authorizing the City to petition the State of Wisconsin Commissioner of Railroads to reconstruct the existing railroad crossings of Lien Road and Thompson Drive and add a new crossing of the railroad on Lien Road. (17th AD)
Body
The Lien Road/Thompson Drive/Zeier Road Intersection (account 810366) is scheduled for re-design in 2007 with land acquisition in 2008 and reconstruction in 2008 or 2009. The purpose of the project is to add capacity, improve safety, and improve traffic flow by realigning the intersection to lessen the skew of the approaching streets. The proposed plan includes the realignment of Lien Road so that it flows straight through the intersection and aligning Zeier Road with North Thompson Drive so that they also flow straight through the intersection. The project also requires reconstructing two existing railroad crossings of Lien Road and Thompson Drive. The plans also propose a new crossing of the railroad on Lien Road to provide access to adjacent properties. This rail line has been identified for commuter rail and inter-city high speed rail. The reconstruction has been planned to provide additional capacity to support existing development in the East Towne area as well as newly developing lands to the east of the Interstate such as the Autumn Lake Plat by Veridian.
Geometric design alternatives considered for the project include both a conventional signalized intersection and a modern roundabout. Based on feedback from the design review and the initial public meeting regarding this project, the modern roundabout alternative has shown more favor and promise.
State Statutes 195.28 and 195.29 pertaining to railroad / highway crossings and their protection require the City to petition the State of Wisconsin Office of Commissioner of Railroads to investigate, hold a...
