RES-15-00842 (Legistar file 40368) adopted on November 3, 2015, approved the acceptance of a Byrne Criminal Justice Innovation grant in the amount of $155,522. This resolution authorizes entering into contracts with Common Wealth Development ($93,874) and Dr. Kimberly Hassell ($50,248), partners on the grant. The grant covers the cost of these contracts and there is no new fiscal impact.

Body
WHEREAS, the Madison Police Department has been awarded a FY2015 Byrne Criminal Justice Innovation grant for the Raymond Road Corridor Neighborhood Public Safety Planning Project, approved by the Common Council (RES-15-00842); and
WHEREAS, the project’s partners include Common Wealth Development (CWD) and Kimberly D. Hassell, PhD of the University of Wisconsin-Milwaukee; and
WHEREAS, the grant was approved with the conditions that the City of Madison partner with both CWD and Dr. Hassell as set forth in the grant application and grant approval documents, and
WHEREAS, the City of Madison must follow its own internal purchasing procedures when executing contracts to spend grant money; and
WHEREAS, under MGO 4.26(4)(b), if a service contract exceeds $25,000 and the contract was not subject to a competitive selection process, the contract shall meet one of the requirements of sec. 4.26(4)(a),be approved by the Common Council, and signed by the Mayor and Clerk; and
WHEREAS, these contracts meet MGO 4.26(4)(a)2. which provides that a
sole source contract may be approved if the services are available from only one person or firm, and Common Wealth Development, Inc. is the only firm that can provide grant-specific project management services, and Kimberly D. Hassell is the only person) who can provide the grant-specific research and evaluation services; and
