Authorization to Accept In Kind Funds from the Wisconsin Department of Health Services (DHS) Drug Checking Technologies Program

Public Health Madison & Dane County (Public Health) seeks approval to accept Fentanyl Test Strip kits and Xylazine Test Strip kits from the Wisconsin Department of Health Services (DHS) Drug Checking Technologies Program (formerly the Fentanyl Test Strip Direct Program).
The Drug Checking Technologies Program provides drug-checking technologies for community distribution to help prevent overdose deaths and reduce health complications among people who use substances. To ensure equitable distribution statewide, the Division of Care and Treatment Services (DCTS) prioritizes test strip allocations for historically under-resourced and disproportionately impacted populations, areas with high overdose mortality, and agencies whose distribution plans align with best practices in harm reduction.
Public Health applied to DCTS to participate as a vendor in the 2026-2027 Drug Checking Technologies Program, which includes a one-time shipment of drug-checking supplies. Public Health has been approved to serve as a drug-checking vendor and has been awarded 7,500 Fentanyl Test Strip kits and 4,600 Xylazine Test Strip kits for community distribution.
NOW, THEREFORE, BE IT RESOLVED that the Board of Health for Madison and Dane County, on behalf of Public Health Madison & Dane County, authorizes the Director of Public Health, or their designee, to apply, sign the agreement, accept, and expend the in-kind award of 7,500 Fentanyl Test Strip kits and 4,600 Xylazine Test Strip kits from the Wisconsin Department of Health Services for community distribution.
