Title

AMENDED SUBSTITUTE - Amending Section 2.05(1) of the Madison General Ordinances to require a two-thirds majority vote for items to be introduced to the Common Council by title only, and creating Section 2.41 of the Madison General Ordinances to establish an Ordinance Revision Committee to review obsolete ordinances.

Body

                     The Common Council of the City of Madison do hereby ordain as follows:

 

                     1.                     Subsection (1) of Section 2.05 entitled "Introduction of Business" of the Madison General Ordinances is amended to read as follows:

 

"(1)                     All ordinances, resolutions, memorials or other communications shall be in writing with a brief statement of their contents endorsed thereon, together with the name of the member presenting the same, and shall be delivered to the Clerk. Any business to be referred may be introduced by title and may be introduced from the floor. Introduction of any matters by title only shall require a two-thirds (2/3) majority vote.  The committee to which any matter shall be referred shall report thereon in writing within a period of 45 days unless by favorable motion a different time is set by the body."

 

 

2.                     Section 2.41 entitled "Rules Committee" of the Madison General Ordinances is created to read as follows:

 

"2.41                     ORDINANCE REVISION COMMITTEE. 

(1)                     There is hereby created a Committee of the Common Council known as the Ordinance Revision Committee.  The Committee shall be charged with meeting on a regular basis to review and update ordinances, to eliminate obsolete or unnecessary ordinances and references, to eliminate inconsistencies, and to otherwise update the Madison General Ordinances for procedural consistency.

(2)                     Proposed revisions to the ordinances from the Ordinance Revision Committee may be introduced upon recommendation of the Ordinance Revision Committee for referral to a future meeting of the Common Council.

(3)                     The Ordinance Revision Committee shall consist of two alderpersons and the designee of the Mayor, nominated by the Mayor and confirmed by the Common Council.  The City Attorney shall provide legal assistance to the Committee and shall develop and implement a work plan with input from City agencies and alders for systematic review and revision of the Madison General Ordinances."
