Fiscal Note
The City has established a segregated revenue for Neighborhood Conference expenditures.  All funding from private contributions, registration fees and reallocations of City funds of $7,000 from the Miscellaneous Appropriations/Improvement Initiatives and $13,700 from the Office of Community Services salary and fringe benefit budget lines will be deposited in the Neighborhood Conference fund to be used for expenses in support of the Conference.  There is no net impact on the levy.

Body
WHEREAS it is to the benefit of the City of Madison and its residents to have a system of strong, viable, and healthy neighborhood associations; and
 
WHEREAS the City of Madison takes great pride in its commitment to neighborhoods, neighborhood associations, community based organizations, as well as its national recognition of one of the best places to live in the country; and
 
WHEREAS the City of Madison recognizes the need for the continued development and capacity building of neighborhood and resident associations; and
 
WHEREAS the City of Madison has sponsored a City-Wide Neighborhood Conference in 1996, 1998, 2001, 2003 and hosted the 1999 Neighborhoods USA Conference that facilitated the sharing of information and experiences, networking amongst community leaders from across the City, and the development of partnerships between neighborhood organizations, government and the private sector; and
 
WHEREAS the 2006 City-Wide Neighborhood Conference (November 11, 2006) will solicit input on what is important to neighborhood leaders in their grassroots efforts that will help us assess our current and future capacity building efforts to neighborhoods;
 
WHEREAS the Common Council authorized the expenditure of up to $45,000 on September 27, 2005 of privately contributed funds to cover anticipated neighborhood conference costs;
 
WHEREAS private fundraising efforts have raised $9,000 with an additional $7,000 estimated from conference fee registration;
 
WHEREAS, the revised estimated budget for the Conference is $36,700, with proposed funding sources as follows:
$9,000 from private contributions;
$7,000 in registration fees;
$7,000 to be reallocated from funds budgeted for "Improvement Initiatives" in the 2006 City Miscellaneous Appropriations;
$13,700 to be reallocated from funds budgeted in 2006 in the Office of Community Services for the partial salary and fringe benefits of the Weed and Seed Coordinator in the event grant funds did not materialize (but grant funds are available, so there is no need for the additional budgeted salary and benefit funds);
 
WHEREAS the City of Madison does hereby support a City-sponsored Neighborhood Conference to help further the development and organization of neighborhood and resident associations.
 
BE IT RESOLVED that the Common Council authorizes the allocation of $7,000 of funds budgeted in 2006 for Miscellaneous Appropriations/Improvement Initiatives to the Neighborhood Conference segregated fund and authorizes amending the 2006 operating budget of the Office of Community Services to allocate 13,700 to the Neighborhood Conference fund, as follows:
