Fiscal Note
The 2009 Adopted Operating Budget authorizes $125,000 for facade projects as part of the Capital Revolving Fund. This Resolution awards grants totaling $73,138. Following approval of this Resolution, $51,862 of authorized funding will remain for future projects.

On February 3, 2004, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program. The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a "flatiron" building. The objective of the Program is to restore, or substantially beautify, or enhance the entire facade or elevation of a commercial building. The Facade Improvement Grant Program Staff Team has reviewed the following façade improvement proposals and has determined that they meet the requirements of the Program. The Urban Design Commission has reviewed these proposals and recommends design approval.
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following facade improvement grants:
I. 555 State Street: Fat Sandwich Company. There are two facades: State Street and Frances Street.
State Street
1. Install new awning.
2. Install new lighting.
Frances Street
1. Install new first floor storefront window opening/glass facade.
2. Install glass to replace metal in door.
3. Install new awning.
4. Install new lighting
Total project cost is estimated at $15,500.00
Facade Improvement Grant not to exceed $7,750.00
II. 627-631 State Street: U.S. Cellular/Printex. There are two facades: State Street and Hawthorne Court.
627-631 State Street
1. Replace black metal near sidewalk.
2. Install drip cap to maintain black glass luster
3. Treat black glass to return luster.
4. Install black granite
5. Replace entry door tile.
6. Paint and varnish entry area.
Hawthorne Ct.
1. Replace entry door broken glass blocks
Total project cost is estimated at $15,000.00

III. 924 Williamson Street: Plan B
1. Replace windows.
2. Install new entry door.

IV. 2205 Sherman Avenue: Madison Chiropractic. There are two facades: Sherman Avenue and Vahlen Street.

1. Install a wall mounted vegetative screen.
2. Install new lighting.

V. 110 South Dickinson Street: Bock Water Heaters, Inc.
The property is located outside the Facade Improvement Grant program Target Area. The CDA, at its meeting of March 26, 2009, approved a waiver of the Facade Improvement Grant Program Target Area for the property located at 110 S. Dickinson Street:
1. Replace existing concrete stoop with colored block concrete.
2. Install new framing at the existing canopy to support new finishes.
3. Provide a new rubber roof and flashing at the existing canopy.
4. Install new brushed aluminum fascia at the existing canopy.
5. Install new pre-finished steel soffit at the existing canopy.
6. Provide two new, brushed aluminum support post from bottom of canopy angled back to the masonry wall.
7. Demolish the existing metal door and replace with a new 3x4 insulated glass door.
8. Install new logo.
9. Provide landscaping.
Total project cost is estimated at $15,760.00

VI. 110-112 King Street: Ancora
1. Repair and seal mortal joint at architectural stone.
2. Replace existing single pane storefront w kawneer aluminum storefront system.
3. Install new pre-finished aluminum coping and flashing.
4. Remove STL. angles and patch and repair.
5. Patch and seal all cracks and imperfections on foundation prior to applying new water-resistant seal coating.
6. Construct new aluminum storefront system w/sidelite and transom
7. Remove sign-patch and repair concrete prior to painting.
8. Install trespa panel

Be It Further Resolved that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
