PREAMBLE

 

The resurfacing of the South Madison Beltline and re-decking of the Todd Drive Bridge between Verona Road and Fish Hatchery Road is divided into 2 phases in which the South Madison Beltline will be limited to two lanes of traffic in each direction. It is expected that the project will take 3 months to complete and will start in early April 2007.  The work will consist of milling off a portion of the asphaltic surface, patching the existing concrete base and resurfacing the roadway with asphaltic pavement.  In addition, a new deck will be constructed for the Todd Drive Bridge to replace the badly deteriorated deck currently in place.  This project cannot be built between the hours of 7:00 AM and 7:00 PM for the following reasons:

 

1.                     The amount of construction needed to complete the project in a short time frame exceeds the amount of production that a Contractor can reasonably be expected to achieve in a 12 hour day.  The West Beltline is such a vital roadway and WisDOT needs to limit the time frame that this roadway is reduced from three to two lanes. As such, night work will be necessary to complete the project.

 

2.                     Sawcutting of the existing concrete pavement, concrete patching, paving, milling, and bridge construction activities could at times take place after 7 pm.  Because of the high volume of traffic, the contractor will need to utilize these low traffic volume periods in order to safely deliver materials to the project and limit the overall inconvenience to all the users of this roadway. 

 

3.                     Certain activities will disrupt live traffic lanes causing severe disruption and delay. 

 

The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

 

1.                     The sawing of existing concrete pavement for subsequent concrete base patching.   Sawing will be allowed at any time however the contractor should avoid the hours of 9:00 PM to 7:00 AM when possible.

 

2.                     Milling the existing pavement, patching the existing concrete base, reconstructing the bridge deck and asphalt paving require the removal and delivery of large quantities of truck hauled material.  In order to perform this work in a safe and efficient manner, lane closures and lower traffic volumes will necessitate that this work be performed at night. 

 

3.                     General construction activities will need to be conducted constantly to insure a timely completion date.  An extended workday provides the contractor with the ability to work additional hours with multiple crews.  In addition to the General Contractor and subcontractors, this provision shall apply to utilities and their contractors doing coordinated work during the project construction.

 

Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances.  Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution. 

 

NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on South Madison Beltline are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and

 

BE IT FURTHER RESOLVED, that the construction activities outside of the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution and are limited to the hours specified, and

 

BE IT FURTHER RESOLVED, that the approval of the construction work, as provided in this resolution, shall expire upon the completion of the resurfacing of the South Madison Beltline between Verona Road and Fish Hatchery Road and the re-decking of the Todd Drive Bridge.
