Title

AUTHORIZATION TO ACCEPT ADDITIONAL FUNDS FROM THE STATE OF WISCONSIN DEPARTMENT OF HEALTH SERVICES (DHS) FOR PREVENTIVE HEALTH AND HEALTH SERVICES (PHHS) BLOCK GRANT

Body

Public Health Madison and Dane County (Public Health) propose the acceptance of an additional $831.00 from the Wisconsin Department of Health Services (DHS) for the Preventive Health and Health Services (PHHS) Block Grant.

The Board of Health (BOH) for Madison and Dane County previously approved BOH Resolution 2024-38 (File #85889) authorizing the acceptance of $33,928.00 from the State of Wisconsin Department of Health Services (DHS) for the Preventive Health and Health Services (PHHS) Block Grant. Public Health received an additional $831.00.00 from DHS, increasing the total amount to $34,759.00.

The Preventive Health and Health Services (PHHS) Block Grant is federal funding from the Center for Disease Control and Prevention (CDC) that states pass through to local health departments and Tribal agencies to address priority public health needs. These funds support recipients in responding to prioritized public health needs within their jurisdictions, while strengthening collaboration with local and Tribal public health agencies and community organizations. We receive this funding because Public Health plays a key role in supporting local prevention efforts, advancing health equity, and responding to emerging health issues. The funds are intentionally flexible, within federal and state boundaries, and can be used for activities such as reducing preventable illness and death, supporting healthy community initiatives, strengthening data and surveillance systems, and improving agency operations and accreditation. While we must ensure all expenses align with contract requirements and CDC terms and conditions, this funding allows us to expand and enhance local public health efforts; using evidence-based strategies, reducing risk factors, and supporting policy, social, and environmental changes that benefit our community.

NOW THEREFORE BE IT FINALLY RESOLVED, that the Board of Health for Madison and Dane County on behalf of Public Health Madison & Dane County authorizes the Director of Public Health, or their designee, to sign the agreement, accept and expend the funding, and amend the 2025 Public Health Budget by $831.00.
