Authorizing the Mayor, City Clerk and Chief of Police to accept the FY 2007 Edward Byrne Memorial Justice Assistance Grant award in the amount of $196,252 and to utilize these funds to support several law enforcement initiatives.
 
WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, has designated the City of Madison to receive a Justice Assistance Grant (JAG) award; and,
 
WHEREAS, the terms of the grant require that Dane County, the City of Fitchburg, the Town of Madison, and the City of Madison submit a joint application under one agency; and,
 
WHEREAS, in July, 2007 Mayor Dave Cieslewicz, County Executive Kathleen Falk, Mayor Thomas Clauder, and Chairperson Jim Campbell signed a Memorandum of Agreement regarding a proposed plan for the allocation and administration of any funds awarded; and,
 
WHEREAS, a copy of the proposal for City of Madison and Dane County funding was circulated to all City of Madison alderpersons and Dane County supervisors in June and no comments were received; and,
 
WHEREAS, a public hearing was held on May 31, 2007; and,
 
WHEREAS, the former awards have been utilized in the past to support the efforts of the Dane County Gang and Narcotics Task Force, the Dane County District Attorney's Office, the Dane County Drug Court, the Dane County Victim/Witness Program, the Madison Police Department and the Dane County Sherriffs Office.
 
NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk, and Chief of Police are authorized to accept the $196,252 from the Office of Justice Programs, Bureau of Justice Assistance (SG41-73112); and,
 
BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:
 
1) The Dane County Gang and Narcotics Task Force will receive $130,000 for personnel costs associated with the Task Force, a half-time Dane County prosecutor and ongoing operational costs.  ($65,000 SG41-54901; $50,980 SG41-51300; $14,020 SG41-52000)
 
2) The Madison Police Department will receive $18,255 plus any accrued interest from the segregated fund for the purchase of equipment to enhance law enforcement efforts.  These funds will be used primarily to begin the conversion from universally sighted rifles, to individually assigned rifles.  (SG41-55510)
 
3) The Dane County Department of Human Services will receive $15,500 to support the Drug Court Program.  (SG41-54901)
 
4) The Dane County District Attorney's Office will receive $8,000 to support the Victim/Witness Program.  (SG41-54901)
 
5) The Fitchburg Police Department will receive $14,138 for the purchase of equipment. (SG41-55510)
 
6) The Town of Madison Police Department will receive $10,359 for the purchase of equipment.  (SG41-55510)
 
BE IT FINALLY RESOLVED that the Comptroller and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
