The proposed resolution authorizes the City of Madison Fire Department (MFD) to provide emergency medical services for special events at the Alliant Energy Center (AEC), in which AEC will compensate MFD for the full staffing costs for such services. Service delivery to AEC will be provided with current MFD staffing and resources. No additional city appropriation is required.

Authorizing a contract between Dane County and the City of Madison for the Madison Fire Department to provide emergency medical services for special events hosted by the Alliant Energy Center. (District 14)
Body
WHEREAS, the City of Madison Fire Department (MFD) has been providing emergency medical services (EMS) for Dane County at the Alliant Energy Center (AEC) during public events for multiple years;
WHEREAS, the AEC reimburses MFD for the cost of MFD personnel staffing the special events;
WHEREAS, the collective bargaining agreements with International Association of Firefighters Local 311 and Association of Madison Fire Supervisors allow commissioned personnel to staff special events;
WHEREAS, special event staffing is voluntary and provided when overall departmental staffing allows and is ultimately subject to the approval of the Fire Chief;
WHEREAS, it is AEC’s and MFD’s desire for MFD to continue to provide EMS services to AEC;
WHEREAS, Dane County and the City of Madison are authorized to enter into such an agreement pursuant to Wis. Stats. § 66.0301;
WHEREAS, AEC will compensate MFD for the cost of the EMS personnel at the actual overtime rate and payroll benefits for the MFD employees staffing the event;
WHEREAS, the contract term will be effective January 1, 2026 with the option to renew on an annual basis;
NOW, THEREFORE, BE IT RESOLVED, the Mayor and City Clerk are authorized to sign a contract between the County of Dane, Wisconsin and the City of Madison, Wisconsin for the Madison Fire Department to provide emergency medical services for special events at the Alliant Energy Center and for the Alliant Energy Center to compensate the City of Madison Fire Department for such services;
BE IT FURTHER RESOLVED, the Madison Fire Chief is authorized to sign annual contract renewals after review and approval by the City Attorney and City Risk Manager.
