Funding of $990,000 (including $440,000 in Federal TIGER II grant funds and $550,000 from TID 25 proceeds) for the Judge Doyle Square project and South Capital Transit Oriented District planning effort has been included in the 2014 Adopted Capital Budget of the Department of Planning &Community & Economic Development (DPCED), Project No. 12, "South Capitol Transit Oriented District (Judge Doyle Square)", Account No. 810707. Funding of $7,000,000 for the replacement of the Government East parking structure as part of the Judge Doyle Square project has been included in the 2014 Adopted Capital Budget of the Parking Utility, Project No.2 , "Judge Doyle Square Garage", Account No. 810620. An amendment to the 2015 executive capital budget will be necessary to reauthorize funding for the South Capitol Transit Oriented District planning effort and negotiation activities associated with the Judge Doyle Square project.
The adopted 2015 capital budget includes $700,000 under PCED project #12 for the South Capitol Transit Oriented District ($380,000 in Federal TIGER II grant funds and $320,000 in TID 25 proceeds). The Parking Utility budget includes $11.95 million in 2015 for replacement of the Government East parking garage (Parking Utility project #2, Judge Doyle Square Garage).

Staff resources from the Department of Planning & Community & Economic Development, Finance, Traffic Engineering, Parking Utility and City Engineering will be allocated to provide support for the negotiation phase process without the need for additional expenditure.
All future expenditures associated with the project will require further Council approval other than the costs associated with administering the negotiation phase of the process.

SUBSTITUTE Accepting the Report of the Judge Doyle Square Negotiating Team dated November 3, 2014.

WHEREAS, on February 25, 2014, the Common Council adopted Substitute Resolution RES-14-00161 File No 33018, which approved the selection of JDS Development, LLC as the developer of the Judge Doyle Square project; and
WHEREAS, on September 2, 2014, the Common Council adopted Substitute Resolution RES-14-00624 File No 35381 to extend negotiations with JDS Development LLC on the Judge Doyle Square project and to direct the Judge Doyle Square Negotiating Team to report back by November 1, 2014; and
WHEREAS, November 3, 2014, the City Negotiating Team submitted its report as directed by the Common Council;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council does hereby accept the Report of the Judge Doyle Square Negotiating Team dated November 3, 2014; and,
BE IT FURTHER RESOLVED, that the Common Council directs the issuance of a new RFP to re-open the process for developing Judge Doyle Square. the Judge Doyle Square Negotiating Team be directed to continue negotiations with JDS Development on the revised project concept and cost as outlined in the Report, reporting back to the Mayor and Common Council with the Final Development Term Sheet by May 1, 2015.
