Fiscal Note
The proposed resolution authorizes an amendment to the contract between the City of Madison and KL Engineering for additional design engineering services for John Nolen Drive following public input. The original contract was approved via contract #8471, RES-20-00651 (Legistar #61931). The estimated cost of the amendment is $466,131. Funding for the amendment is available in the 2026 Adopted Engineering - Major Streets Capital Budget. No additional appropriation is required.
Title
Authorizing the Mayor and the City Clerk to execute an Amendment to the contract between the City of Madison and KL Engineering, Inc. for additional design engineering services for John Nolen Drive. (District 4, District 13).
Body
The City of Madison is currently reconstructing John Nolen Drive from North Shore Drive to E. Lakeside Street in 2025-2027. The project includes reconstruction of the roadway, 6 bridges along the causeway (3 northbound, 3 southbound), the multi-use path & associated bridging, lighting & stormwater facilities. The City has entered into an agreement with KL Engineering, Inc. (contract #8471) for design engineering services (RES-20-00651).
The project has been presented to the public for input at public information meetings, the City’s website & online surveys. The geometry for the project has been approved by the City (RES-23-00467, RES-23-00682).
Extensive coordination has occurred with the upcoming City of Madison Parks Lakeway project and a number of design changes were required while that process goes through schematic and final design, particularly at the interface of the two projects (lakeside terrace, path, sidewalk, shoreline)
From the development of the final plans through public input, the City Engineer recommends that additional design services be undertaken:
Preliminary Design, Environmental Document, Underpass Feasibility Study
1. Provide for additional channel survey under RR/Roadway
bridges to confirm two-way water navigation for DNR coordination.
2. Provide additional preliminary design services to develop additional bicycle and pedestrian tunnel concepts alternatives south of the North Shore Drive
intersection passing under John Nolen Drive (U-Concept and L-Concept).
3. Provide assistance to the City for the development of a Non-Controlling Criteria Design Justification for a reduced travel lane width along John Nolen Drive
(Phase 2) project segment.
Final Design
4. Provide for assistance to the City to analyze the State Municipal Agreement (SMA) and construction cost estimate to allocate category and bid item groups to various project ID numbers to maximize federal funding opportunities for the John Nolen Drive (Phase 1) project segment.
5. Provide for additional coordination meetings (small group, weekly check-in, and Madison LakeWay) for the John Nolen Drive (Phase 1) project segment.
6. Provide additional final design services (backbone fiber design) for the John Nolen Drive (Phase 1) project segment.
7. Provide additional final design services (permanent and temporary lighting design) for the John Nolen Drive (Phase 1) project segment.
8. Provide additional final design services (fishing pier access and dock foundation design) for the John Nolen Drive (Phase 1) project segment.
9. Provide additional final design services (tree evaluations and shoreline revetment design) for the John Nolen Drive (Phase 1) project segment.
10. Provide additional final design services (roadway, pathway, storm water, and erosion control design services for future tree locations and details associated with terrace support system and soil amendment system details) for the John Nolen Drive (Phase 1) project segment.
11. Provide additional final design services (structure evaluation and design of a storm sewer box culvert under the railroad to attain a Trans 29 permit as part of railroad coordination) for the John Nolen Drive (Phase 1) project segment.
12. Provide additional post bid letting design services (responding to Requests for Information during construction) for the John Nolen Drive (Phase one project segment.
13. Provide additional post bid letting design services
(responding to Requests for Information during construction) for the John Nolen Drive (Phase 2) project segment.
14. Provide additional post PS&E design update services for the John Nolen Drive (Phase 1) project segment. PS&E Addendum #1 was needed due to conduit size/type crossing changes at the bridge structures, amended soil specifications, storm sewer changes, update to lighting standard on structure B-13-930 NB, and underground conduit and wiring changes due to the Madison LakeWay project. PS&E Addendum #2 was needed due to changes to work zone access in the special provisions,revisions to address comments from WSOR, and include a new City of Madison special provisions article. Contract Modification #2 was needed to revise the Broom Street roadway design to address comments from WSOR.
Structural Design Bridges
15. Provide additional structural design services (revisions to B-13-924 and B-13-926 structure layouts to accommodate northbound left turn lane to North
Shore Drive including unsymmetric design and detailing).
16. Provide additional structural design services (retaining wall structures (R-13-407/-408/- 409) along bicycle and pedestrian structures and overhead sign
support structure (S-13-579) and geotechnical coordination with WisDOT Bureau of
Structures and WisDOT Bureau of Technical Services).
17. Provide additional structural design services (evaluation and analysis into survey markers for monitoring potential future structure movements).
18. Provide additional structural design services (cut-stone
boulder riprap details, layout, material coordination, availability evaluation, foundation
analysis/development/design, and bid item specifications).
19. Provide additional structural design services (WisDOT
Bureau of Structures coordination for pile design recommendations and resubmittal of
Structure Survey Reports (SSR) for bridge structures (B-13-924, B-13-926, B-13-930) due to
substructure revisions resulting from the Value Engineering Study).
20. Provide additional structural design services (polymer
overlay on all the proposed roadway and pathway bridge structures and revising bridge
structure numbers).
21. Provide additional structural design services (aesthetic
details, railing details, lighting foundations on structures, and coordination for communication
conduits).
NOW, THEREFORE, BE IT RESOLVED, that that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between the City of Madison and KL Engineering Inc., for additional design engineering services for John Nolen Drive.
