Fiscal Note
Grant funds will be deposited in a segregated fund and used to offset all associated expenses. The change in contractors will have no effect on the funding. There is no net impact on cost controls or levy.
Title
Authorizing the City of Madison, through the Office of Community Services, to extend the Year 4 Weed and Seed grant deadline and to change contractors for one of the grant projects.
Body
WHEREAS, the City of Madison was awarded Weed and Seed Official Recognition status from the Federal Department of Justice in 2000 upon successfully crafting a five-year Weed and Seed strategy; and
WHEREAS, the City of Madison is currently implementing the Weed and Seed strategy utilizing the Year 4 Weed and Seed grant awarded by the Community Capacity Development office in 2006; and
WHEREAS, acceptance of the Year 4 grant and implementation of grant funded activities and projects were approved by the Common Council on November 22, 2006 by Legislative File ID Number 04875; and
WHEREAS, the City has identified some Weed and Seed funded projects which will take longer than anticipated to complete and have requested a no-cost extension from the Federal Department of Justice;
WHEREAS, the no-cost extension, if approved, will enable the City of Madison to utilize Year 4 grant funds through December 31, 2007 rather than September 30, 2007 as originally approved;
WHEREAS, the Year 4 Weed and Seed grant identified the Urban League of Greater Madison as the contractor for a Truancy Pilot Prevention program utilizing up to $18,000 of Year 4 grant funds for the program; and
WHEREAS, the Urban League of Greater Madison and its truancy prevention staff have sought permission from the Office of Community Services to operate the program through a new non-profit agency called M.Y. C.R.I.B. using Ask Wisconsin as the fiscal agency; and
WHEREAS, staff from the Office of Community Services who work with the Truancy Prevention Pilot Program believe the change in contractors is in the best interest of the residents served.
NOW THEREFORE BE IT RESOLVED that the City of Madison, through the Office of Community Services and Police Department, is authorized to extend programs and contracts through December 31, 2007 pending written authorization from the Community Capacity Development Office in the Federal Dept; of Justice; and
BE IT FURTHER RESOLVED, that the City of Madison, through the Office of Community Services, is authorized to enter into a Purchase of Service Agreement with the Urban League of Greater Madison for the Truancy Prevention Pilot program for the period April 1, 2007 - June 30, 2007 for up to $9,410; and
BE IT FINALLY RESOLVED, that the City of Madison, through the Office of Community Services, is authorized to enter into a Purchase of Service Agreement with Ask Wisconsin as the fiscal agency for M.Y. C.R.I.B. for the period July 1, 2007 through December 31, 2007 utilizing the balance of Truancy funding up to $8,590.
