Fiscal Note

The proposed resolution amends an existing contract for engineering consulting services for the John Nolen Drive Monona Terrace tunnel lighting replacement. The amendment would add $146,500 to the existing contract amount of $264,088 for a total amount of $410,588. Funding is available in the John Nolan Drive Lighting capital project within Traffic Engineering's capital budget.

Authorizing the Mayor and City Clerk to amend an existing competitively selected service contract with KL Engineering, Inc. for design engineering services related to the reconstruction of existing tunnel lighting facilities at the Monona Terrace over John Nolen Drive (USH 151) and the Wisconsin Southern Railroad (WSOR) (District 4).

Body

WHEREAS, City Traffic Engineering require architectural and engineering (A/E) consulting services to complete the design for a roadway lighting upgrade; and

 

WHEREAS, City Traffic Engineering worked with the Purchasing Division to issue RFP 8974-0-2020-BG to solicit proposals for such services, and received two proposals; and 

 

WHEREAS, a panel comprised of five (5) City Staff from three (3) Divisions: Engineering, Traffic Engineering and Traffic Engineering & Parking Field Operations, evaluated the RFPs in one round, and upon completion of a collective review using criteria including Company Capability (10%), Project Team (20%), Similar Projects by Project Engineer (20%), Design Approach (15%), Cost (30%), and Local Preference (5%), a single Respondent was selected as the Panel’s recommendation; and

 

WHEREAS, the 2020 Capital Budget included funding for engineering; and

 

WHEREAS, the engineering services contract will consist of preparing plan documents for reconstruction of existing tunnel lighting facilities at the Monona Terrace over John Nolen Drive (USH 151) and the Wisconsin Southern Railroad (WSOR); and

 

WHEREAS, the goal of the project is to replace the lighting facilities that have revealed significant corrosion and damage due to age and water infiltration; and

 

WHEREAS, a feasibility study preceding plan preparation analyzing the costs and design to improve lighting under Monona Terrace on John Nolen Drive has been completed; and

 

WHEREAS, a feasibility study is being used to evaluate lighting system products and configuration within the tunnel; and

 

WHEREAS, the design is scheduled for late 2024, with an intended construction start in 2025; and

 

WHEREAS, the amendment is necessary for the expanded coordination efforts with additional DOA projects that involve the John Nolen Drive Tunnel; for additional preliminary design and estimating of mural lighting, tunnel entrance aesthetic lighting, parking area lighting replacement, fiber optic network conduit replacement, infrastructure for traffic operations and pedestrian life safety cameras, and tunnel cleaning; for performing tunnel drainage calculations; for an additional ventilation modeling scenario; and for preliminary construction estimates of Fire, Life, and Safety (FLS) improvements; and

 

WHEREAS, the amendment is necessary for developing a budgeting/alternatives memo in April 2023; for revising the project preliminary design report prepared in fall 2022; for re-notifying project stakeholders; for eight (8) additional meetings, for (21) months additional contract time extension; to complete preliminary & final design for pedestrian life safety camera system in the tunnel; to complete preliminary & final design for installing two outdoor lighting control cabinets and removing electrical equipment from the control rooms in the parking ramp; to complete preliminary & final design for implementing an advanced lighting control system; to complete preliminary & final design for structural hanger relocation in the tunnel; to complete preliminary & final design of empty infrastructure for future mural and aesthetic tunnel entrance lighting as an if authorized task; and

 

WHEREAS, the amendment is necessary for preparing reports and documentation to apply for WisDOT Carbon Reduction Program (CRP) funding; and

 

WHEREAS, the amendment accounts for a re-evaluation of the tunnel lighting design to account for the potential expansion of the Monona Terrace covered roadway and a potential Amtrak station; and

 

WHEREAS, the proposed contract amendment uses existing budget authority from the Monona Terrace/John Nolen Drive design project to provide adequate funding for engineering consultant design services for the completion of the project; and

 

WHEREAS, to complete additional consulting work, a Purchase of Services contract amendment is required, and KL Engineering, Inc. proposed a contract price not to exceed $410,588 to perform the work tasks described herewithin and accomplish all other deliverables required by RFP 8974-0-2020-BG;

 

NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to sign a contract amendment with KL Engineering, Inc. for the purposes and at the price described above.
