Fiscal Note

The proposed resolution authorizes the acceptance of a $520,384 grant from FEMA and amends the City of Madison Fire Department’s 2024 adopted operating budget by the same amount. The granting period runs for three years, through September 20, 2027, and funds activities related to planning and implementing equity focused projects to improve community resilience. Most of the funding will be used to fund a full time, limited-term position (LTE) and costs associated with planning, outreach and education, and training. This position will not continue beyond the grant cycle if additional grant funding is not secured. This grant does not require any cost sharing or matching funds from the City of Madison.

Amending the 2024 adopted operating budget for the City of Madison Fire Department to accept $520,384 of grant funding from the Department of Homeland Security, Federal Emergency Management Agency (FEMA) for the Regional Catastrophic Preparedness Grant Program.

 

Body

WHEREAS, the City of Madison is dedicated to the safety and preparedness of our communities;

WHEREAS, Madison Fire Department (MFD) conducts emergency management functions for the City of Madison to ensure preparedness and resilience in accordance with state law;

WHEREAS, MFD is committed to carrying out the goals of emergency management with a focus on equity and community involvement;

WHEREAS, MFD has been awarded the FEMA FY 2024 Regional Catastrophic Planning Grant (RCPGP) for the purposes of planning and implementing equity focused projects to improve community resilience;

WHEREAS, the grant will provide funding for costs associated with planning, outreach and education, and training to promote metropolitan-wide individual and community resilience, improve the resilience of structures and organizations serving communities, and developing coordination systems for volunteer management;

WHEREAS, the grant also provides funding for costs associated hiring a full time, limited-term position (LTE) through the end of the grant cycle or with the continuation of additional RCPGP funding cycles;

WHEREAS, the total grant funding is $520,384 with no cost-share or matching requirement from the City of Madison;

WHEREAS, the grant acceptance form includes legal terms, obligations, and/or commitments from the City and requires a signature from an authorized representative from the City to sign such grant agreements;

WHEREAS, the City of Madison Fire Department staff can attest to the validity and veracity of the statements and representations contained in the grant application and workplan approved by FEMA;

WHEREAS, the granting agency requires the City to sign a contract, grant agreement, and/or other documents binding the City to certain obligations,

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the City of Madison to accept a $520,384 Regional Catastrophic Planning Grant (RCPGP) from the Department of Homeland Security, Federal Emergency Management Agency (FEMA) and authorizes the Mayor and City Clerk, or designee(s), to sign any requisite agreements with FEMA to formally accept the funds;

BE IT FURTHER RESOLVED, that the Madison Fire Department's 2024 adopted operating budget is amended to appropriate $520,384 in federal grant revenue in the Fire Prevention service and to increase salaries, benefits, supplies, and purchased services in a commensurate amount;

BE IT FINALLY RESOLVED, that the City of Madison Fire Chief is authorized to sign related paperwork or forms that are not part of the grant agreement or that are provided after the Mayor and City Clerk, or designee(s), sign the initial grant agreement, provided that any legal terms included in those forms are reviewed by the City Attorney.
