Fiscal Note
This resolution authorizes an agreement by which Organizacion Latina De Futbol will provide all of the equipment, labor, and materials necessary to assume the maintenance, mowing, and upkeep of certain soccer fields that the organization will utilize.  In return, the Parks Division will extend to Futbol the benefit of priority scheduling.  There is no anticipated impact upon cost controls or the tax levy.

Body
WHEREAS, in 2000 the Parks Division formally acknowledged its consideration of establishing public/private partnerships in the community as a viable option of service delivery in the community and has been found to be a concept accepted by the citizens in Madison; and
WHEREAS, Organizacion Latina de Futbol, Inc. (FUTBOL), approached the Parks Division and expressed interest in entering into a partnership to facilitate the growth and development of the FUTBOL program in the Madison area through priority scheduling of soccer fields in the above-identified Madison parks in exchange for FUTBOL undertaking the expense and responsibility of providing the necessary maintenance and improvements to such soccer fields; and
WHEREAS,  the Parks Division has successfully entered into similar Agreements with several other soccer organizations.
NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk be authorized to execute a Use and Maintenance Agreement with FUTBOL whereby, in exchange for FUTBOL receiving priority scheduling for the soccer fields at the above mentioned parks, FUTBOL will provide maintenance and improvement to the identified fields for an initial six (6) month term with the option for three (3) six (6) month renewal terms.
