Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for work associated with Madison Metropolitan Sewerage District West Interceptor Rehab-Segoe Road to Shorewood Boulevard Project (University Avenue). (District 5, District 11)

Body

The Madison Metropolitan Sewerage District West Interceptor Rehab-Segoe Road to Shorewood Boulevard project intends to rehabilitate approximately 4,200 linear feet of sanitary sewer ranging from 12-inch to 18-inch diameter, generally between the intersection of Segoe Road to Shorewood Boulevard. The work will be trenchless and will involve bypass piping to facilitate flows while work is being performed. The project is planning for nightwork along University Avenue and Shorewood Boulevard with roadway traffic lanes being restored during most daytime hours. The existing manholes needed for this work are primarily located in the University Avenue westbound lanes, with some manholes in the center lane or intersections. The work along University Avenue and Shorewood Boulevard will generally take place during nighttime hours with roadway traffic lanes being restored during most daytime hours. This work will be phased to minimize disruptions to the extent possible.

 

Nightwork, outside of the normal working hours of between 7:00AM to 7:00PM, will be required to minimize impacts and to facilitate work in the sewer. The anticipated contractor nighttime working hours along University Avenue and Shorewood Boulevard will occur between 7 p.m. to 7 a.m. with select areas between 8 p.m. to 8 a.m. Construction activities will commence between April 2025 and August 2025 and will take approximately 12 weeks to complete along University Avenue.

 

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. The Contractor will need to perform the work along University Avenue outside the hours of 7:00AM and 7:00PM because:

 

1.                     Typical weekday vehicle traffic volume is typically the highest between 7:00 AM to 7:00 PM. Traffic impacts for both vehicle and Metro, including the Bus-Rapid-Transit, will be minimized by nightwork.

2.                     Adjacent businesses along University Avenue generally operate during daytime hours. Business impacts will be minimized by nightwork. 

3.                     Property water/sewer use is typically high between 7:00 AM to 7:00 PM. Off-hour work will take advantage of lower flows to minimize water/sewer use impacts to individual properties. 

4.                     The flow levels in the interceptor sewer are typically high between 7:00 AM to 7:00 PM. Off-hour work will take advantage of low diurnal flows in the evening and early morning time periods.

 

The proposed activities beyond the hours of 7:00AM and 7:00PM are as follows:

 

1.                     Traffic control installation and removal;

2.                     Televising and cleaning;

3.                     Sanitary sewerage bypass pumping;

4.                     Cured-in-place pipe installation;

5.                     Manhole rehabilitation;

6.                     Ancillary work activities

 

NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on are hereby approved in accordance with Section 24.08(3) of the Madison General Ordinances., and

 

BE IT FURTHER RESOLVED, that the construction activities outside the hours of 7:00 AM and 7:00 PM are limited to those activities identified in this resolution and the hours specified, and

 

BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on October 31, 2025.
