Approving the roadway geometry for the reconstruction of John Nolen Drive from North Shore Drive to S Broom Street. (District 4)

Body

WHEREAS, The City of Madison and the Wisconsin Department of Transportation have proposed a project to reconstruct John Nolen Drive from S Broom Street to Lakeside Street; and

 

WHEREAS, the City secured Federal Funds through the Surface Transportation Block Grants Program for reconstruction of John Nolen Drive; and,

 

WHEREAS, the City secured Federal Funds through the Bipartisan Infrastructure Law, Bridge Investment Program; and,

 

WHEREAS, the City of Madison Common Council adopted RES-20-00651, File ID 61931 on September 15, 2020 authorizing the Mayor and the City Clerk to execute an agreement with KL Engineering for design engineering services for the reconstruction of John Nolen Drive; and,

 

WHEREAS, the City of Madison Common Council adopted RES-20-00565, File ID 61393 on August 4, 2020, authorizing the Mayor and City Clerk to execute a State/Municipal agreement with the State of Wisconsin Department of Transportation for State review service for preliminary engineering for John Nolen Drive; and,

 

WHEREAS, the City has held two public information meetings to obtain input from the community regarding the design, and held two online surveys to obtain public input.  The City has also visited several neighborhood events and neighborhood small work groups to obtain targeted input out in the community. 

 

WHEREAS, the project design staff have coordinated with the Lake Monona Waterfront Project and that process has informed the design of the cross section, including reducing the roadway cross section to provide more space between the road and shoreline.  The final layout of the pedestrian walkway will be determined through close coordination with the Lake Monona Waterfront Project. 

 

WHEREAS, The City of Madison has completed preliminary design of the project, which includes reconstruction of John Nolen Drive to a four-lane urban boulevard section, raised median, a 10-foot wide bike path and 6 foot wide sidewalk; and that the proposed designs will adequately serve the area traffic projections through the design year of 2045.  The John Nolen Drive and North Shore Drive Intersection will be reconstructed to widen pedestrian/bicycle crossings and create a new North/South Crosswalk of North Shore Drive to a new path on the North side of North Shore Drive. The John Nolen Drive and S Broom Street Intersection will be reconstructed to a conventional T-Intersection, including a widened pedestrian/bicycle crossings.

 

WHEREAS, the City of Madison Common Council adopted RES-23-00467, File ID 78072 on July 11, 2023, approving roadway geometry for the reconstruction of John Nolen Drive from North Shore Drive to Lakeside Street; and,

 

WHEREAS, City staff has received approval from WisDOT to extend the northerly project limits through the S Broom Street intersection, and wishes to approve the roadway geometry for that segment; and,

 

NOW, THEREFORE, BE IT RESOLVED, that the roadway geometry for John Nolen Drive from North Shore Drive to S Broom Street is hereby approved.
