PREAMBLE
The Federal Railroad Administration (FRA) has published its Final Rule, which provides procedures for the establishment of Quiet Zones within a municipality. These rules and regulations set forth certain standards for establishing Quiet Zones. At a minimum a quiet zone must have signals and gates at every railroad crossing within the Quiet Zone and be at least (½) one half of a mile in length.
The project consists of making improvements pursuant to 49 CFR 222 and 229 to the following railroad crossings:

NOW THEREFORE BE IT RESOLVED that the plans and specifications for the necessary improvements pursuant to CFR Parts 222 and 229 to create Quiet Zones in the City of Madison be and are hereby approved;
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into an agreement with Balfour Beatty Rail, Inc. for the improvements required pursuant to 49 CFR parts 222 and 229, to create Quiet Zones.
