Fiscal Note
The proposed resolution authorizes the execution of a three-year contract with Environmental Systems Research Institute, Inc. (ESRI) for the City's mapping software. The annual cost of the contract is $325,000. Information Technology's 2026 Adopted Operating Budget includes sufficient budget to cover the cost of this contract (Munis GL account #17700-54335-00000). No additional appropriation required.
Title
Authorizing a competitively selected contract between the City of Madison and Environmental Systems Research Institute, Inc. (ESRI) to execute a contract for the City’s mapping software for an initial term of three (3) years.
Body
WHEREAS, Environmental Systems Research Institute, Inc. (ESRI) is the provider of the City’s mapping software; and
WHEREAS, The City of Madison uses ESRI software to create maps, reports and charts for the purpose of analyzing relationship data which includes the planning, design, operation and maintenance of roads, managing land use (including zoning and permitting), managing utilities and city-managed fiber networks, encouraging data transparency, supporting transportation, and public safety; and
WHEREAS, By leveraging ESRI software and solutions, including managing and maintaining the back-end infrastructure required, the IT Department supports approximately 200 public servants and geospatial professionals throughout all City departments who rely on this technology for their daily work; and
WHERAS, ESRI is implementing their new “per user” licensing structure in 2026; and
WHEREAS, ESRI was selected through the State of Wisconsin, contract # 505ENT-S25-ESRIGIS-0, and the yearly costs for our current license usage is $325,000 per year of this contract.
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute the initial 3-year term for the new licensing model and maintenance contract with Environmental Systems Research Institute, Inc.; and
BE IT FURTHER RESOLVED, that the Finance Director or designee is authorized to execute system upgrades, module additions, necessary hardware to support modules, professional service and maintenance renewals or contracts with Environmental Systems Research Institute, Inc., on a recurring basis for the useful life of the software pending availability of funds in the budget and in a form approved by the City Attorney.
